The Architecture & Construction group teaches architectural and urban design at the single-cycle master's degree program in Building Engineering - Architecture.

The teaching method is rooted in the convention that Architecture should not be conceived without constructive and technical awareness.

The didactic topics are constantly updated to guarantee students a training path that has solid references to the contemporary situation of cities and territories

In addition to official courses, the group develops architectural design workshops on frontier architectural topics also involving International Architecture Schools.

Abstract

La iniciativa busca promover un diálogo interdisciplinario entre derecho, arquitectura e ingeniería, orientado a una primera reflexión crítica sobre la elaboración de “tácticas” integradas para la protección, la conservación y la puesta en valor del patrimonio cultural, tanto material como inmaterial, de Barrios Altos, barrio histórico de Lima (Perú).

Barrios Altos representa uno de los centros históricos más significativos del tejido urbano limeño, cuyas raíces se remontan a la época prehispánica. En la actual Plaza Italia existían tanto un canal de irrigación —conocido como río Huatica, construido en tiempos de presencia Wari (siglo XIII d.C.)— como una huaca con explanada o terraza asociada a la cultura Ichma (1100 d.C.), ambos destruidos tras la ocupación española.

Con la fundación de Lima en 1535, sobre las ruinas de la huaca se construyó la iglesia de Santa Ana, dando origen al Barrio de Santa Ana. Años después, en 1571, el virrey Francisco de Toledo estableció una reducción indígena ubicada un kilómetro al noreste del barrio, a modo de gueto, llamada Santiago del Cercado.

La construcción de las Murallas de Lima en 1687 permitió la integración de ambos sectores, dando origen a los Barrios Altos, llamados así por estar a un nivel ligeramente más elevado respecto al centro de la ciudad. Durante el período colonial (siglos XVII y XVIII) se edificaron varios templos y conventos: La Concepción, San José, Santa Clara y El Carmen, además de algunos hospitales.

Hacia fines del siglo XVIII, en Barrios Altos residía el 40% de la población limeña (unas 20 mil personas). Entre 1790 y 1840 esta cifra disminuyó en un 30% debido a conflictos internos y a las guerras de independencia (Ramón, 2014).

En la segunda mitad del siglo XIX, con la independencia (1821), se consolidaron algunos barrios y surgieron quintas y residencias, como la Quinta Heeren (1880). A ello contribuyó también la presencia de migrantes europeos y asiáticos que se establecieron en esta zona de Lima. No obstante, el carácter residencial y popular de Barrios Altos se evidencia sobre todo en la tipología de los callejones: conjuntos de pequeñas viviendas organizadas en torno a circulaciones y patios interiores, con servicios básicos y habitados principalmente por la clase trabajadora.

Con las transformaciones urbanas del siglo XX, los primeros residentes se desplazaron hacia nuevas zonas de expansión en el sur de la ciudad, mientras que migrantes provenientes del interior del país se asentaron en Barrios Altos, atraídos por las oportunidades laborales de la gran ciudad y por la dinámica generada en torno al nuevo Mercado Central. Esta nueva ocupación trajo consigo la subdivisión de predios, la ocupación informal de algunos inmuebles históricos, la densificación de los callejones y la formación de tugurios, donde las condiciones de seguridad y habitabilidad resultan precarias.

Esta complejidad urbana plantea una concepción del patrimonio cultural que no se limita a la dimensión material o monumental, sino que también comprende la dimensión inmaterial de las prácticas cotidianas, las redes sociales informales y los saberes locales.

Para reflexionar en torno a la puesta en valor y conservación de Barrios Altos, resulta necesario adoptar un enfoque integrado y multidisciplinario que abarque:

● Dimensión cultural: análisis de las estratificaciones arquitectónicas e históricas, conservación de monumentos y lugares significativos para la memoria colectiva.

● Dimensión ingenieril: definición de intervenciones estructurales para la protección y consolidación del patrimonio edificado histórico, medidas preventivas frente a riesgos hidráulicos e hidrológicos, y desarrollo de sistemas de información para el monitoreo de la evolución urbana.

● Dimensión social y habitacional: reconocimiento de las formas de vivienda informal como expresión de activismo cívico, a través de políticas inclusivas y procesos participativos de mejora de las condiciones habitacionales.

● Dimensión jurídica: elaboración de marcos normativos específicos para la protección del patrimonio histórico y la regulación de ocupaciones informales, con mecanismos de gobernanza participativa.

● Dimensión arquitectónica: diseño de intervenciones que fortalezcan la conectividad entre monumentos y barrios residenciales, proyectos de rehabilitación adaptativa del patrimonio edificado y definición de micro-acciones urbanas que refuercen la cohesión social, bajo principios de sostenibilidad.

Este modelo integrado busca dar respuesta crítica a las problemáticas vinculadas a la llamada “Tragedia de los bienes comunes” (Hardin, 1968), alentando formas de cogestión (incluso en clave de co-producción entre sociedad y naturaleza) y corresponsabilidad que garanticen una gestión compartida del patrimonio urbano en contextos social y culturalmente complejos.

Abstract

The International Summer School (ISS), “Deindustrialisation as a Project, Design within Deindustrialisation”, investigated deindustrialisation as a political and ecological project and explored the spatial and political role of design within these processes.

The research focused on the Province of Brescia, particularly the western periphery of the city and the upper Valsaviore, two contexts where deindustrialisation has unfolded as a complex and long-term transformation. Combining historical, social, and environmental perspectives, the ISS challenged conventional distinctions between city and non-city, urban and rural, industry and nature.

Three interconnected dimensions structured the investigation: the revalorisation of territories following industrial decline within neoliberal models of “sustainable” development; the forms of dwelling associated with deindustrialisation; and environmental contamination, understood as a historical, political, and ecological condition linking territorial practices with processes of resource and value extraction.

Landscape was adopted as the main interpretative lens. Rather than viewing “renaturalisation” as a return to a pre-industrial ecological condition, the ISS considered deindustrialised territories as new and evolving landscapes, profoundly transformed by industrial and capitalist development and shaped by interactions among human and non-human actors.

Deindustrialisation was therefore interpreted as the intersection of ecosystemic dynamics, the historical and economic project of neoliberalism, and attempts to “make landscape” beyond both romanticised conceptions of nature and the idea of abandoned industrial sites as mere voids.

Fieldwork addressed the Via Milano area in Brescia, the former UCAR Carbon site at Forno Allione in Valcamonica, and Valsaviore, where deindustrialisation is linked to the automation of hydroelectric infrastructure. Through dialogue with residents and experts, these contexts were understood not as separate case studies but as parts of a single territory of deindustrialisation, revealing spatial, historical, and economic continuities between the plains and the mountains.

The ISS thus explored how design can engage with the social, ecological, and economic contradictions of contemporary deindustrialisation and contribute to new approaches to landscape and territorial planning.

The ISS aims to offer an opportunity for design practice and reflection on the tools of architecture and urbanism, starting from the specificities of the place and the subjects involved. The workshop will range from reading the place, interacting with the subjects who live there, listening to and understanding the questions, designing, and presenting a solution, to the concrete realisation of an everyday object through the reuse of waste materials (bins, dustpans, plastic bottles, etc.) in a «ready-made» key. 

The course has two main objectives. 

Firstly, the ISS proposes a co-design experience to give students the opportunity to experience the relationship with the client, the collaboration between subjects with different competence roles.

Secondly, the ISS aims to bring students closer to architectural practices and the reading of urban space, combining the background of design culture acquired during university studies with considerations of undeniable topicality linked to a "circular" and "sustainable" approach to the reuse of materials with a life cycle that is not yet exhausted or running out, considered as "precious raw materials" to be reinterpreted.

The International Winter School main topic is the design of adaptable housing scenarios able to offer a short or medium-term accommodation to people with temporary housing needs or in a state of economic and social vulnerability. Joint studies between both the disciplines of “Architectural and urban design” and “Urban Planning” have been underway at DICATAM, with the aim of finding temporary housing arrangements. The main characteristic of these arrangements is the temporariness, which stimulates the debate on contemporary domestic landscape, urban planning and building regulations and temporary land use.

The International Winter School endorses sustainable construction solutions with a design able to guarantee the balance of the site, from different points of view. The architectural choices allow to offer modulated and adaptable domestic solutions, using smart technologies and off-site construction systems.

The area of via Corridoni in Brescia, owned by the Municipality and managed by La Rete Società Cooperativa Sociale Onlus, has been identified as a starting point for a first “integrated” food for though, because of its current atypical housing system, which provides some good practice examples among its many contradictions. The former, if duly investigated can lead to an interesting housing model for other global urban realities. The area will be suggested as case study to the students of the International Winter School  who will be invited to design redevelopment  possibilities of the site through pragmatic actions.

The Winter School was organized by the Architecture & Construction group in collaboration with the Universidad Nacional de Ingeniería - Facultad de Arquitectura, Urbanismo y Artes de Lima (Peru) as part of an international cooperation agreement signed between the two universities. The training objective was focused on topical issues relating to urban architectural regeneration, the redevelopment of architectural artefacts and areas of the city in a state of decay. Working groups were formed, made up of Italian and Peruvian students, flanked by academic tutors and qualified experts with a broad disciplinary background, capable of restoring an alternative vision to the traditional design process.
